This section contains the archival items that concerns the whole process of decision making. The items in this section are 'general' and 'serial' in nature. This means that they cover more than one subject and the different series of formally equally alike items are chronologically arranged. A series is preceded by a collection description that reflects formal characteristics; the partial descriptions often contain no more than a dating and a note of specific diverging characteristics. The section is subdivided into phases of the decision making: Preparation, Decisioning, Proclamation and Codification.
This section contains the description of the series advices (inv.nrs. 1-16) that acted as preparation items for the decisions to be taken in the meetings.
With appendices. Minute and Net. The advices are those that are drafted by the governor-general or councils about matters that were to be covered in the meeting. The bindings with advices are chronological, ordered on date of the resolution. This date is mentioned on the back of the item. The series is accessible through the resolutions and further accessible with the index from the section called Secondary Entries.

This section contains items that concern the determination of the decision making process: the series general (common) and secret minutes, resolutions and besognes, all-in different stages of development (minute, net, copy and extract). Also the appendices to the general resolutions are described in this section. The minutes, resolutions and besognes are accessible through the series of contemporary indexes. The minutes are the reports of the meetings of the High Government and form the basis for the text of the resolutions that had to comply to strict formal requirements and therefore diverge from the less polished text of the minutes. The minutes that were not processed into resolutions were decisions of less importance. The series appendices to the general resolutions contain incoming items that have led to the resolution. The besognes form the administrative recording of the deliberations of the High Government regarding the ups and downs of the outer offices. Before 1743 these besognes were included in the resolution books themselves. In the margin it is mentioned for example 'Besogne about Timor'. After 1743 the besognes were recorded in separate volumes: the besogne books. Only the more important besognes, for example the assignment of a higher official, were included - as a besogne - in the resolution books and do not occur in the separate series besignes. It is possible that on a certain day in the meeting the outer office of for example Timor was discussed. The administrative recording was - as far as the more important matters - included in the resolutions of that day and the remaining larger but less important parts in the besognes. Usually only in the resolutions there is a reference to the series besognes. In contrast to the series resolutions the series besognes do not originate from the series minutes.
This section contains the descriptions of the series minute-general minutes (inv.nrs. 17-326), net-general minutes (inv.nrs. 327-426) and extract-minutes (inv.nrs. 427-433). The minutes are the recordings of the meetings of the High Government. The full scala of matters that resulted from the tasks of the High Government is reflected in these minutes. The general minutes formed the base of the text of the general resolutions that had to comply to strict formal requirements and therefore diverge from the less polished text of the minutes. In the margin of the minutes it is usually marked by N or R if the discussed matter is stated as minutes (Dutch: notulen) or resolution (Dutch: resolutie). The minutes that were not processed to resolution were decisions of a lesser importance. The minutes appear in different stages of development, like minute, net and copy. Also later on extracts were created, for internal and external use. The series are ordered chronologically on the date of the meeting.

The minute-general minutes are the non approved minutes, that need to be presented for resumption or approval to the High Government. These approved minute-general form the base for the net-general minutes, the final version of the minutes. The minute-general minutes were written with many improvements and corrections on loose booklets with the date on the back of the meeting for twhich the minutes were made. Usually only the right half of the page was written, whereas the left half sometimes were used for improvements, but these are also written at the top of the text. Later on these loose booklets were binded. As the text of the minute-general is almost identical to the net-general minutes, the user is advised to use the latter, better readable series. For internal use within the administration of the High Government sometimes copies were made of the minute-general minutes. These copy minute-general minutes are written down in this series. The series contain also minutes of the combined meetings of the High Committee (Dutch: commissarissen-generaal) and the High Government. The general resolutions are the formal decisions (individual agreements and general decisions) by the High Government. The whole scala of cases resulting from the tasks of the HIgh Government is reflected in the resolutions. The backgrounds of a decision are usually recorded in the resolutions, but not the opinions of the individual members of the High Government. A different series is being formed by the appendices to the general resolutions (inv.nrs. 1196-1957): the incoming items that led to the resolution. The series are all chronological, ordered by resolution date. From 1808 onwards the resolutions were officially called decisions.

The net-general resolutions, that were called 'decisions' after 1808, are the approved and formed decisions by the High Government. This series is derived from the minute-general resolutions. The resolutions of one resolution date are formalized by the signatures of the members of the High Government. In the period 1740-1742 and 1786-1797 the resolutions are mostly not or only a few signed. The net-general resolutions do not contain any separate appendices, but sometimes they can be retrieved as insertions in the resolutions. The matching appendices to the resolutions are recorded in a separate series: Appendices to the Resolutions (inv.nrs. 1196-1957). The resolutions were continuously written into a volume. The table of contents inserted in each volume sometimes apply to other volumes as volumes were split up after restoration. If this is the case, then this is mentioned in the applicable notes. For internal use within the administration of the High Government sometimes copies were made of the net-resolutions. These copies were not signed. The extract-general resolutions, called 'decisions' after1808, are extracts from the net-general resolutions that usually cover one case. These extracts were not only created for internal use, handwritten and printed, but also to proclaim decisions to other institutions in Batavia, the outer offices and for public announcement. In the latter case they are called placards (Dutch: plakkaten). The series extract-general resolutions was once collected randomly: the cohesion of the different packs is mostly unclear. During the administration of governor-general W. Daendels so called (authentic) extract-decisions were sent for information to a group of officials that used to form the Council of the Indies. In case the extracts cover one case only, they are included in the section called Special Subjects.

The appendices to the general resolutions are the incoming items that have led to a resolution of the High Government. The appendices contain very diverse items, also with different dimensions. A short overview: copies of resolutions by other institutions in Batavia, like the Board of Orphanage (Dutch: College van Weesmeesters), the Board of Law enforcement (Dutch: College van Schepenen) and the Church Council; consumption bills of incoming ships and cargo lists with the stock and value of goods; the number of deceased persons during the voyage and the anchorages; requests by Company personel and free civilians about different matters; taxation lists of gifts to rulers and the returned gifts; name lists of slaves with their origin; convictions; incoming letters by local rulers, sometimes in Javanese or Arabic writing with translations; drawings of plots of land measured by surveyors of Batavia; revenues of the sales of goods, like tea, opium (Dutch: amphioen), buffalo horn, chitsen (textile); certificates by notaries; accountancy overviews of the deacons; lists of the administrative papers of the secretary; and transactions with the Chinese. The appendices therefore contain many incoming missives by local institutions, company personel and free civilians. The incoming missives from patria, from the outer offices and by the local rulers form separate series. Also resolutions were made on these items, but as said before, they were not regarded as appendix and treated in that sense. The appendices are chronological, ordered by resolution date. This date is mentioned on the back of the item. The series is therefore accessible through the resolutions and described with the indexes as recorded in the section Secondary Entries (inv.nrs. 2101-2247). Sometimes the appendices are numbered for one resolution date. Also several appendices can match one resolution. Because not all appendices have been given a resolution date (any longer), the real resolution dates can differ. In the beginning of the 20th century the 'Landsarchivaris' de Haan extracted maps and drawings from this and other series to be put in a separate collection by his name. As much as possible these maps and drawings are places back (logically) based on formal characteristics. The (new) descriptions of the maps and drawings and their collection number are included in notes of the descriptions of the original appendices. The writing of the geographical markings on the maps and drawings is copied unchanged.

This section contains the descriptions of the series minute-secret resolutions (inv.nrs. 1958-1999) and the net-secret resolutions (inv.nrs. 2000-2028). The secret resolutions are the formal decisions (individual agreements and general decisions) by the High Government. The whole scala of cases that resulted from the tasks is reflected in the resolutions, especially regarding cases on defenses, corruption and the relation with 'foreign' powers. The backgrounds of a decision are usually included in the resolutions, but not the opinions of the individual members of the High Government. The series are all chronological, ordered by resolution date. After 1808 the resolutions were called decisions.

The minute-secret minutes are the non approved secret minutes, that had to be presented to the High Government for resumption or approval. These approved minute-secret minutes form the base for the net-secret minutes, the final version of the minutes. The minute-general minutes were written with many improvements and corrections on loose booklets with the date on the back of the meeting for which the minutes were made. Usually only the right half of the page was written, whereas the left half sometimes were used for improvements, but these are also written at the top of the text. Later on these loose booklets were binded chronologically. The minute-secret resolutions were not signed by the members of the HIgh Government. As the text of the minute-resolutions is equal to the net-resolutions, the user is advised to use the latter, better readable series. For internal use within the administration of the High Government sometimes copies were made of the minute-secret resolutions. The copy minute-secret resolutions are written in this series.

This section contains the descriptions of the series minute-general besognes (inv.nrs. 2029-2043) and the net-general besognes (inv.nrs. 2044-2092). The general besognes form the administrative recording of the deliberations of the High Government regarding the ups and downs of the outer offices. Before 1743 these besognes were included in the resolution books themselves. In the margin it is mentioned for example 'Besogne about Timor'. After 1743 the besognes were recorded in separate volumes: the besogne books. Only the more important besognes, for example the assignment of a higher official, were included - as a besogne - in the resolution books and do not occur in the separate series besignes. It is possible that on a certain day in the meeting the outer office of for example Timor was discussed. The administrative recording was - as far as the more important matters - included in the resolutions of that day and the remaining larger but less important parts in the besognes. Usually only in the resolutions there is a reference to the series besognes. The besognes can be in different stages, like minute, net and copy.

The administration of the High Government required proper access to the growing volume of paperwork for efficiency of the daily work and especially for the core of the administration, the decisions of the Hig Government. These entries, the so called repertoria, are indexes that contain more extended references to subjects than the regular indexes that contain only single subject words as reference. The references within a subject (section) are more like summaries of the referenced. There are several different indexes, by the old name: 'korte notulen', 'realia' and 'personalia'. Realia are subdivided into general ('common') and secret realia. Personalia are a specific form of realia. The number of sections in the realia is larger than in the 'korte notulen', so searching using the realia is relatively easy. Also the realia are multi-year, in contrast to the 'korte notulen' that apply to one year only. The references in the 'korte notulen' are more extensive than the realia. The quality of the 'korte notulen', realia and personalia is not always optimal: during the copying by the clerks the marginalia are omitted and dates and phrases and names are not always copied. Searching in these indexes for a specific subject of special case will sometimes be disappointing, but it can trigger the scholar to focus attention to other unexpected and intersting subjects and cases. Searching resolutions and minutes for a special case, more subjects are to be researched. A certain knowledge of aspects of the case can be neccesary and useful.

The placards are announcements by the High Government of certain determined decisions by the High Government and other institutions in Batavia, like the Board of Law Enforcement and Water Management. These decisions were distributed to be made public to Company servants, the other institutions in Batavia, the outer offices, the free civilians in and around Batavia and the inland inhabitants. The 'Heren Zeventien' back home (Dutch: in patria) were also sent a copy. The placards are present in written and also in printed form. Some placards are signed by the governor-general and sealed. Placards is a collective name for contemporary names like announcements, publications, instruction, quality marking, oath, statutes, instructions, regulations, advertisments, notifications, extract-resolutions, additions to instructions, specific orders and circular extract-resolutions. The placards were not only distributed , but, depending on the contents, sometimes verbalized: 'by public bell toll of the city hall declared here in the presence of the procurator and two officials'. The contents of the placards is as varied as the resolutions of the High Government (and the other institutions). The series placards contains several overlapping collections placards, probably by different persons and institutions in different periods collected. To which archives the different collections originally belonged is not clear and difficult to reconstruct. Sometimes the name of the addressed is readable on the back of the placards. As a consequence the same placard can be present in different bindings. The placards were often intended to be read for the inland inhabitants and therefore translated into Malay (Arabic writing). A separate series incoming placards, issued by the Dutch Staten-Generaal, Staten van Holland, and legal predecessors and successors, is included in the section called 'Ter kennisname ingekome stukken (patria)'. In case de date of the table of contents differs from the date of publication, it is mentioned in the 'N.B.' of the archival description. The assignment to the High Government to keep the recordings of the daily journals were given by the 'Heren Zeventien' bij decree of the 6th December 1621:' ... and we find it necessary that, not only on the General Office in Batavia, but also in the Molukken, Ambonia, Banda ... our daily journal is to be kept of everything that happens over there and us concerns, also with the English, and others, whoever they may be, in any way; from which a copy is to be sent to us with all ships, to help us with all that is needed ...'. The High Government obtained the assignment by the 'Heren Zeventien' to be kept informed about the ins and outs within the patent area and to keep daily records of 'all' that happened in batavia and to sent this report to the homeland. The outer offices were assigned to keep journals themselves. By decree of the governor-general Daendels on 29th March 1808 the daily journals were ended. The volumes usually concern only one year, but sometimes they are divided into two because of restoration, so the table of contents or index ended up in the first volume. In the descriptions of these volumes it is noted. The table of contents reflects the marginalia (short summaries of the text in the margin) in the daily journals. Correction of the marginalia and copying them can sometimes be done inaccurately. In case the dating of the table of contents diverges from the dating in the daily journals, it has been noted in the archival description. The daily journals are more extensive in the years 1740-1750 than the period after that. The volumes become much thinner until even repeately 'nothing happens in particular' (or phrases of the same meaning) is mentioned on a date. the decline of the trade is a possible explanation. The fact that in earlier periods complete resolution texts and incoming and outgoing missives from and to inland rulers were included in the daily journals and in later periods no longer, is possibly a better explanation. The contents of the daily journals is very varied. The large part is about the arrivals and departures of Company ships and foreign ships and their cargo. The letters that they brought from and took back to the homeland, the outer offices and the local rulers are being mentioned like the number of deceased persons, baptised and married in Batavia (monthly), heavy convictions, important persons that arrived like representatives and heads of outer offices, notifications by local institutions like the Board of Law Enforcements and Water Management and important appointments. The daily journals are present in minute, net and copy and are all included in this series. The daily journals from the years 1640-1682 are published: 'Daghregister int Casteel Batavia vant passerende daer ter plaatse als over geheel Nederlands-India. These (fragments of) memories were compiled from the daily journals ('Dagregisters') and other sources and functioned as official newspaper.
The appendices to the daily journals comtain items from which data is extracted for the composition of the daily journals, like lists of incoming and outgoing ships and population data.

This section contains the correspondence between the homeland (Dutch: patria, 'Nederland'), especially the 'Heren Zeventien' and its committees, but also with the heads of the Chambers and with other institutions. The section is subdivided into Incoming missives, Outgoing missives, Secondary Entries, Instructions and For Information Incoming items.
Mainly with 20th century tables of contents, partly with contemporary tables of contents and appendices. Net and copy. The series is accessible with the indexes and yearly lists as described in the section Secondary Entries (inv.nrs. 3486-3490). Most of the missives in this series were incoming from the 'Heeren Zeventien'. These missives have a fixed structure per outer office. In case a binding contains only missives from another correspondent, it has been indicated behind the dating (for example 'by the Rotterdam chamber') of the archival description and in case the binding mostly contains missives from another correspondent, it has been noted in the archival description itself. The missives from the years 1793-1799 can be adressed (among others) to the High Committee ('commissarissen-generaal'). The signatures were cut out of a large number of folio in the 20th century. The High Government contracted rulers within the charter area to safeguard their trade interests. The characteristics of these contacts differ a lot and depended on the nature of the relationship between the Company and the ruler in question. These relationships varied from 'equal' to 'unequal'. From a contents point of view the contracts contained agreements on for example the reciprocal delivery of goods, common political and military interests, the exchange of persons and the regular exchange of gifts. Java's North East Coast was controlled until 27th September 1808 by a governor that housed in Semarang. Governor-general W. Daendels dismissed per that date the governor N. Engelhard and abolished that position. From that time onwards the area was controlled directly by the High Government.
